Tel \u00e9tait le sujet de la question \u00e9crite adress\u00e9e par Alain Destexhe \u00e0 la ministre f\u00e9d\u00e9ral de la Mobilit\u00e9 le 22 octobre dernier (\u00e0 relire <a href=\"http:\/\/www.mrsenat.be\/2015\/11\/13\/lactivite-ferroviaire-au-depart-du-port-de-bruxelles\/\">par ici<\/a>). Jacqueline Galant, justement, vient de r\u00e9pondre au S\u00e9nateur lib\u00e9ral. Voici le contenu de sa missive.<br \/>\n\u00ab\u00a0Le march\u00e9 du transport de marchandises est ouvert \u00e0 la concurrence depuis plusieurs ann\u00e9es. C\u2019est sur un march\u00e9 lib\u00e9ralis\u00e9 que B-Logistics aussi (l\u2019ancienne filiale marchandises de la SNCB) exerce ses activit\u00e9s. Je rappelle que depuis octobre 2015, le groupe franco-suisse de capital-investissement Argos Soditic poss\u00e8de une participation majoritaire dans B-Logistics. Depuis la lib\u00e9ralisation du fret ferroviaire, plusieurs op\u00e9rateurs ferroviaires sont donc actifs sur le march\u00e9.<br \/>\nLes entreprises localis\u00e9es dans le Port de Bruxelles choisissent d\u2019abord le mode de transport qui leur convient le mieux. Si elles optent pour le train, elles ont le choix du fournisseur.<br \/>\nB-Logistics a r\u00e9alis\u00e9 un revirement profond et une transformation vers une organisation dynamique et comp\u00e9titive. De plus, elle a fortement am\u00e9lior\u00e9 sa position concurrentielle en renfor\u00e7ant son orientation client, en am\u00e9liorant l\u2019efficacit\u00e9 et la fiabilit\u00e9 de ses op\u00e9rations et en misant pleinement sur l\u2019innovation. Cela commence \u00e0 porter ses fruits: cette ann\u00e9e, les volumes s\u2019accroissent l\u00e9g\u00e8rement pour la premi\u00e8re fois depuis la crise de 2009.<br \/>\nPour les clients avec lesquels B-Logistics a un contrat de transport, \u00e0 partir de ou vers la R\u00e9gion Bruxelles-Capitale, les volumes ont l\u00e9g\u00e8rement baiss\u00e9 durant les 5 derni\u00e8res ann\u00e9es (-20%). Leurs origines et destinations sont surtout Forest et Schaerbeek (75-25).<br \/>\nCette baisse est partiellement due au fait qu\u2019une partie du trafic a \u00e9t\u00e9 repris par la concurrence (autres modes de transport et\/ou autres op\u00e9rateurs ferroviaires). Elle est due \u00e9galement \u00e0 la crise \u00e9conomique. Par cons\u00e9quent, il est \u00e9conomiquement plus difficile pour une entreprise ferroviaire en restructuration, telle que B-Logistics, d\u2019y consacrer des moyens en permanence. De plus, l\u2019infrastructure dans le Port n\u2019est pas adapt\u00e9e \u00e0 une augmentation significative du trafic. Vu la densit\u00e9 du trafic voyageurs et les probl\u00e8mes de capacit\u00e9 sur la ligne entre Leuven et Bruxelles, l\u2019accessibilit\u00e9 de la R\u00e9gion pour le fret ferroviaire est relativement limit\u00e9e.<br \/>\nEn tant qu&rsquo;entreprise commerciale, B-Logistics cherche en permanence \u00e0 d\u00e9velopper ses activit\u00e9s.
